I tried to report one last fall and was directed to APD, and they didn't seem too interested.

Anchorage Parks Trail Watch (TW) program is expanding into the winter season. Established to promote a safer trail experience, TW is a volunteer program that puts more "eyes" in our parks. Carry a cell phone and TW phone numbers; report what you see. That's pretty much it. More info at: www.muni.org/departments/parks/trail/Pages/default.aspx or call the office at 907-343-4474

I also believe that there is a phone 'app' for reporting homeless camps in Anchorage. Sean was helping a number of cachers put that app on their phone for easy reporting--GPS coordinates and photos!
