I have a meeting with the director and assistant director of the Soldotna Parks and Rec department next week. We'll be discussing the establishment of permissions for cache placements, continued use of Soldotna parks for geocaching events, and the addition of geocaching educational offerings in the Community Schools program.
Soldotna Parks is quite excited about formally engaging geocaching and they have been extremely supportive.
Kenai, on the other hand, doesn't really seem interested in even responding to the most basic request for a meeting. Will have to keep probing through the ranks until I find someone who will talk.
Then there's the grand daddy of them all... the Kenai National Wildlife Refuge. It's going to be a tough nut to crack, but I'm hopeful that with the right presentation, one might get a slight opening in that iron curtain for an Earthcache to test the waters.

A bit of a situation hath arose...
Soldotna Creek Park is not available on the weekend of July 28th due to Progress Days.
Kenai Muni is undergoing a construction project through the first half of summer. Might not be finished by the time of the picnic. The south end of the park will be available.
Other site options may be considered.

Based on some member feedback and a recon trip to Kenai Municipal Park today, I've settled on using the south pavilion at KMP on Sunday, July 29th. Reservation process is now underway.
