I received a "log deleted" from a cacher in the valley. I aksed the cacher why she deleted my DNF. She said "I was doing some housekeeping and deleted more than just your log. As you said, I do have the right to do so being the CO"
I know I shouldn't get ticked off for this but what can we do to stop folks from doing this. This is after all a record of the cache history.

You should relog the DNF on the cache (use the same date as the original if you have it). Send a note to the CO explaining that DNF logs are not only a part of the cache history, but are also part of the individual cacher's statistics. When a CO deletes a DNF or Find log, it changes their stats. Further, you can reference the newest version of GS's logging guidelines, specifically the parts about log deletion, which is really being frowned upon anymore.

Groundspeak Knowledge Book link on the subject. I don't know why someone would delete anything other than an offensive log or a "found it" log written by someone who didn't meet the logging requirements.
